AREA DEVELOPMENT Hill Middle School The portables have been moved!!! Thanks to all who participated in making this happen. New Portal Construction Construction of the second of three neighborhood portals is scheduled to begin very soon-- possibly as early as February. The portal will be built at the triangle between Lake Highlands, Northcliff and Classen. Plans for the third portal are also underway. Jules E. Muchert Reserve Center Note from Sara Dement: Update January 2008: As of yet, we do not have an answer as to how this facility will be used. City Councilman Sheffie Kadane will be the guest speaker at the OLHNA general meeting April 10, 2008. We expect him to give a complete update. Please plan to attend. I would like to thank each of you who took the time to write the City of Dallas , Real Estate Services as I suggested in the Yahoo Email message on May 5, 2007 . I wrote a letter representing Old Lake Highlands Neighborhood Association expressing our support of the acquisition of the Jules E. Muchert Center for the use of the City of Dallas Parks Department. I also spoke on the phone with the Real Estate Services department, and attended the Public Hearing on May 23, 2007 . At the Public Hearing, there was no City Council vote, because it was only an opportunity for Dallas citizens to express opinion on the topic. There were approximately five of us that spoke at the hearing in support of the Parks Department, and five who spoke in support of various other uses, including a Homeless Assistance Center . At the conclusion of our comments, three council members spoke in support of the Parks Department: Gary Griffith, Bill Blaydes, Linda Koop. No support was expressed by the Council for the Homeless Assistance Center . However, it was repeated several times that “ending homelessness in 10 years in Dallas ” is one of the goals of the City. Following that Public Hearing, the City is to send a report to HUD and Department of Defense with a recommendation for re-use of the facility. That report should have been filed on or about June 26, 2007 . HUD as until August 26, 2007 to respond with a final decision. The Dallas Plan Commission on Thursday rejected the proposed Emerald Isle Condominium project bordering White Rock Lake. The commission voted on a five-story, 115-unit complex, the third proposal developers made for the site. The first incarnation of The Emerald was a 25-story tower. Developers wanted the two-acre property on Emerald Isle Drive off Garland Road rezoned and allowances for additional height and lot coverage. Medical offices currently occupy the site. Commissioners noted the project's density and widespread neighborhood opposition in denying the request. The developers can appeal to the City Council. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
NEIGHBORHOOD STABILIZATION OVERLAY About 100 neighbors attended the OLHNA Fall Meeting on October 19th and learned about creating Neighborhood Stabilization Overlay (NSO) districts. Many of you were interested in pursuing this idea to create protective zoning in our area.
NSO districts govern the following items:
As recommended by the City Planner, we would need to pin-point a smaller area of homes at risk in Old Lake Highlands, as opposed to the entire OLH area. The filing process would have to include approval from at least 51% of the neighbors in that area and preferably 75% to avoid filing fees. For more details, please refer to the NSO Guidelines document supplied here by the City of Dallas' Department of Development Services.
If your area is interested in pursuing this status, please talk to your neighbors and create a committee of at least 10 people. There must be a minimum of 50 homes included in the zoning area, so target an area of approximately 50 to 75 homes to be included.
